The Competition Bureau says a Made in Canada claim generally needs the last substantial transformation to occur in Canada and at least 51% of total direct production or manufacturing costs to be incurred in Canada. Product of Canada is stricter and uses a 98% threshold for total direct costs.
For imported pet bags, wipes, or pads, buyers should not print Made in Canada unless they have a real Canadian transformation or manufacturing plan and local compliance advice.
United States: Made in USA has a high bar
The FTC says unqualified Made in USA claims generally require that all or virtually all of the product is made in the United States. If a product is made in China, the safer path is clear origin labeling and careful private-label claim review.
Australia: origin labels need local review
Australian origin claims depend on the claim type and production facts. Buyers planning Australian Made, packed in, or designed in language should review local country-of-origin rules before printing packaging.
